The Hobbit is about to start shooting in New Zealand

We know exactly how much bending over NZ had to do to keep production in country (extra production incentives! The change in labour laws!)

As more countries around the world jostle for position in the ever-crowded film location marketplace, will we see an increase in governments prepared to bend, and break, the rules to attract work?

Or perhaps we will we see more legislators vetoing scripts on content grounds, as certain US and Middle-East states have been rumoured to do? How is the relationship between producer and location administrator changing?
