I’m looking for a place where we can shoot snowy winter, people skiing, playing snowballs, snowy forest etc. during August-September. What country can it be?

I would recommend considering NEW ZEALAND for your snow location. We have had a great start to the snow season with many resorts and mountains easily accessible by road and only a short drive from the resort town and international airport of QUEENSTOWN.
Our ski fields are film friendly and New Zealand has COVID-19 completely under control.
You many be able to enter New Zealand by August/September, but if not, we are at full speed with our remote filming capabilities recently shooting a commercial in remote areas and live streaming to LA & the UK.
We have great talent agencies and talent, world class equipment and crew who regularly work in alpine and snow environments.

Its in the name.

Every year during August or September we do exactly the same: we shoot TVC with people skiing, snow fights – all sourounded by beautiful snow 🙂
Usually we go to the glacier in Switzerland or Italy.
Snow guaranteed 100% through all the year. That’s the best place in Europe trust me!
